Steam Punk Dino

I had a very bizare dream a few nights ago, it was so strange that I'm not sure I'll be able to fully explain it in proper fashion. But that ain't stopping me from trying.
From what I recall, it was set in a steam punk future verse. In it, I think people expanded out and terriformed other plantes in the solar system (Mars, Venus, even parts of the astro belt) and decided instead of making these places a replication of earth life, that they'd recreate prehistoric life to make them prime tourist spots for the wealthy. However, the beasties proved too much to handle and people abbandoned the planets to there fact and continued living on earth (making the planets forbidden). However, some plants, animals and resources were seen as having potential for people on earth and many began to argue that harvest trips to the planets could still hold value. The government argued the issue over thoroughly but the matter pretty much stayed in a stalemate. Meanwhile, some people saw oppertunity and took up the task of illegally traveling to these planets in order to "collect" the vauables people sought and sell them on the black market on earth. These individuals were dubbed "pirates", loved by all but the government, living a gloried adventure of a life making the big money till they are eventually caught by the authorities.
The story focuses on a dino who is captured but managed to gain sentience and a band of pirates that that go from pilvaging the forbidden planets to taking up a cause against the wealthy men incharge of the black market. I don't have any further ideas beyond that but it sure sounds like a fun premise, like "Jurassic Park" meets "Treasure Planet". I really wish I'd stop coming up with all these cool ideas, they're really distracting. -_-'
On a final note, this dino isn't supposed to be any one dinosaur: all the prehistoric animals were crafted by science with the intent of drawing in a crowd. Its also why he has that he has that webbed thing on the end of his tail, it can be used as a sort of hand appendage which I'm sure no dino had.
Whelp, at least drawing a dino was a nice break.
